The crisis in Ukraine would not exist if the EU had set up a common energy policy, giving it the means to negotiate on equal terms with Russia and the United States – an unacceptable situation, given the EU’s origins: the ECSC. The current situation requires a European energy policy to ensure our continent’s energy independence, equal supply and preservation of conditions for peace.

Each day, the Ukrainian crisis shows that control of one’s armed forces is essential in order to control one’s own destiny. Getting clear from US military tutelage is a sine qua non for the conclusion of the independent Europe project. The deep and justified criticism of the independence and quality of information must finally result in solutions that only make sense when they are applied to the entire EU; for instance through the creation of an independent media watchdog ensuring the impartiality of information; and, of course, the creation of multilingual trans-European media.

Structurally, the Member States are no longer in the capacity to levy tax optimally; the European level must take the responsibility of the exchange facilitation it enabled and that no one denies, by establishing a fiscal Europe which could start by clarifying the share of European tax they already pay to all European citizens.

The euro has seen the light of day, but it does not have a governance adapted to the challenges related to 19 countries sharing one currency… thus, what should have been a tool of independence and sovereignty has ultimately become the EU’s Achilles heel. Euroland’s political and democratic union is, therefore, a project for the ERASMUS generations.

The crisis of public deficits and the austerity that followed revealed that the Member States can no longer afford their social policies; while this crisis certainly provides an opportunity to rethink these social systems, it should in no case lead to their removal. It is up to the European level to set the new social criteria and to facilitate their proper and consistent application across the whole continent.

La crise ukrainienne n’existerait pas si l’UE avait mis en place une politique commune énergétique lui donnant les moyens de négocier d’égal à égal avec la Russie et les Etats-Unis (situation inacceptable compte tenu des origines de l’UE : la CECA). La situation actuelle impose désormais de mettre en place une Europe de l’énergie permettant d’assurer à notre continent indépendance énergétique, distribution égalitaire et préservation des conditions de la paix.

La crise ukrainienne nous montre chaque jour combien la maîtrise de ses armées est indispensable à la maîtrise de son destin. Se dégager de la tutelle militaire américaine est une condition sine qua non de la finalisation du projet d’Europe indépendante. Cette prise d’indépendance stratégique fournit d’ailleurs le plus beau des sujets de coopération Euro-Russe.

La critique profonde et justifiée du problème de l’indépendance et de la qualité de l’information doit enfin aboutir à des solutions qui n’ont de sens que si elles sont appliquées à l’ensemble de l’Union ; notamment, la création d’un observatoire indépendant des médias veillant à l’impartialité de l’information ; et bien sûr aussi création de médias trans-européens multilingues.

Structurellement, les Etats-membres ne suffisent plus à un prélèvement de l’impôt optimal ; le niveau européen doit assumer la facilitation des échanges qu’il a permis et que personne ne renie, en mettant en place une Europe fiscale qui commencera par matérialiser clairement la quote-part de l’impôt déjà reversée par les Etats-membres au niveau européen.

L’euro a vu le jour mais ne bénéficie pas d’une gouvernance adaptée aux enjeux liés à la possession par 18 pays d’une même monnaie… et ce qui devait être un outil d’indépendance et de souveraineté est devenu le talon d’Achille de l’UE. L’union politique et démocratique de l’Euroland est donc un projet pour les générations ERASMUS.

La crise des déficits publics et l’austérité qui s’est ensuivie révèle que les Etats-membres n’ont plus les moyens de leurs politiques sociales ; cette crise fournit certes l’occasion de repenser ces systèmes sociaux, mais en aucun cas elle ne doit aboutir à leur suppression. Il revient donc au niveau européen de fixer les nouveaux critères sociaux et de permettre leur bonne application de manière homogène sur l’ensemble du continent.

Toutes ces Europe parlent en fait d’une seule Europe, l’Europe politique, celle qui connecte enfin le squelette de son architecture, ses organes institutionnels et les muscles de ses législations avec le sang des citoyens pour lesquelles elle a été bâtie… un sang dont on espère qu’il n’y aura pas à le verser pour réaliser cet arrimage. Les outils indispensables de cette Europe démocratique sont notamment : des partis politiques trans-européens, des élections véritablement trans-européennes, des têtes de liste par équipes, etc…
