[:en]With an average of a dozen conferences in 3/5 different European countries per month, in front of audiences ranging from students to diplomats, from farmers to metropolitan elites, from NGO activists to businessmen, I believe that I am collecting an interesting sample of ‘European people’s wisdom,’ something that is definitely worth sharing with our Newropeans-Magazine readers. And, with among them many civil servants and decision makers from within the EU institutional system who all too rarely meet with the average European.

EuroMPs perks : There is something definitely rotten inside the EU Kingdom!

To paraphrase Macbeth, when one learns about the huge amounts of money (up to 200.000 Euros a year) that EuroMPs can extricate from the lousy European Parliament funding system, one can only be shocked and feel ashamed of our democracies. When you combine it with the current scandal surrounding E-mmunities (the campaign against EU civil servants protection behind ‘bullet-proof’ lifelong immunities), it is of no small wonder that the European Parliament has never seriously tried to change this system. Most EuroMPs are much too afraid of the possible repercussions, retaliation on behalf of EU civil servants by making public parlimentary sins and their scandalous perks.

When I hear that the European Parliament would like to get control of the European Court of Auditors and therefore take its independence, I find it more than frightening. Its a democratic shame.

The Brussels/Luxemburg/Strasburg system has gone out of control because of money. EuroMps are influenced by their monetary addictions; with many suspecting that the EU civil servant judicial immunity has been used as a cover up for fraud and corruption.

Europe is a great historical project; but its current servants, politicians and top-bureaucrats, are definitely not up to the challenge. And once again this will be reflected in the next European elections.

E-mmunities : French Euro-Mps seem to be very much out of touch with reality … or maybe they simply don’t visit the European Parliament enough…

E-mmunities is generating a growing interest everytime we mention it, including among national and local politicians. Citizens everywhere are amazed that this kind of an immunity was ever created. By next week, Newropeans Magazine will publish the list of those who are in favor of suppressing it, those who do care about real democracy and equality in front of the law; and of course the list of all the others, who believe their own bureaucrats who tell them that this immunity is nothing serious (so ask why keep it?), or who just don’t care, provided they can keep on receiving their own ‘perks.’ Interestingly enough, French EuroMps seem for the most part to belong to this second category. More coming soon! -)

Turkey’s accession: So many lies from the pro-accession side

I do not know where the European citizens supporting the accession of Turkey to the EU are, because I keep on looking for them throughout Europe … and I still can’t find them. Are they a new concept, a ‘stealth citizen,’ undetectable to all save leaders and pollsters? Well, on the contrary, I bet that they will be very visible at the next European elections. Meanwhile I am amazed at the incredible number of lies and manipulative arguments used by the ‘pro-Turkey’ side. Because if you do not find citizens supporting the idea, you find a large number of ‘leaders’ doing so (is the fact that large lobbies are pouring out money to support the accession playing a role in this odd situation?).

Therefore here are some hints to my fellow European citizens: do not be intimidated or confused by those leaders who say the following :

. Turkey is not the issue of the next European elections : YES, IT IS ! AND IT IS THE MAIN ONE. The EU will take a decision on whether to start negotiations with Turkey or not by the end of 2004; and the Parliament has a strong say in the process.

. You are xenophobic if you do not support the accession of Turkey : NO, YOU ARE NOT. The problem is not religion as the EU will accept Muslim countries like Bosnia and Albania in coming decades; and it will not take Ukraine or Russia, predominantly Christians countries. The issue is that the European project was not sold to our 450 million citizens as a bridge between civilizations, continents and cultures; and by accepting Turkey, we will also accept Russia, Algeria, Morocco, Egypt, Israel, .. : the EU will become something totally different. Fair enough. If leaders and bureaucrats want to discuss this issue with citizens, let’s do it by way of referendum. Otherwise every single democratically aware citizen should vote for a candidate saying ‘NO’ to the accession of Turkey.

. We will say ‘yes’ but it will take decades and we will ask for a European referendum before Turkey enters the EU : SHAME on those who say that. THEY LIE TO YOU as much as they intend to lie to the Turkish people. DO NOT TRUST THEM. This continuous lie, advanced for 40 years now, is a major reason for the situation we are in today. Our leaders have lied to us for decades convincing citizens that Turkey will never appear on the agenda. Wel here it is. Turkish leaders have lied to their citizens for decades by telling them that the EU will welcome their country, that democracy will follow wealth. Lies again. And the oddest thing is that neither the generals (who will lose control of the country), nor the AKP, the ruling Muslim party (who will no longer be able to push religion through the state apparatus, as they are now doing), wants it. So, don’t buy these theories saying ‘lies can lead to truth’.

. We control the process and we know what we are doing : THEY LIE AGAIN. NOBODY KNOWS HOW IT COULD BE DONE. Nobody in the EU, in particular the forces within the Commission and Member states (such as Germany or the UK) which are pushing hard for these types of outcomes, has any idea of the political and economic cost of Turkey’s accession. They are as aware of the future of the EU as the US Administration was of the future developments in Iraq when they started the war!

. And last but not least, do not believe for one second that ‘if we take Turkey, there will be less Muslim terrorist attacks on Europe’. THIS IS COMPLETELY FALSE ; the contrary would probably more accurate. As amazing as it may seem, I have been listening to these arguments in current public meetings for European elections. First of all, the very simple idea of linking ‘brothers,’ i.e. Turks and Arabs, is historical nonsense. To put it in simple terms, they tend to hate each other. Do not forget that the Turks took the Arab countries over for hundreds of years! Secondly, who has ever seen Ben Laden calling for the EU to take Turkey inside the EU? It would most likely be the opposite.

Too much on Turkey? Well, if you think so, then go talk in a pub, a bar or a Biergarten these days, and you will see that compared to all other topics combined, this one most attracts the attention of European voters. And they are rightly interested because this debate is about the future of the whole European project; it goes far beyond the question of Turkey itself. It’s about who runs Europe: a small clique or its citizens ?

[:fr]Avec en moyenne une douzaine de conférences par mois dans 3/5 pays européens différents, devant un public composé autant d’étudiants que de diplomates, d’agriculteurs que d’élites urbaines, de militants d’ONG que d’hommes d’affaires, je crois que je rassemble un échantillon intéressant des “sagesses populaires européennes”, quelque chose qui vaut vraiment le détour pour nos lecteurs du Newropeans-Magazine. Et, parmi eux, de nombreux fonctionnaires et décideurs du système institutionnel de l’UE qui rencontrent trop rarement l’Européen moyen.

Les avantages des eurodéputés : il y a quelque chose de pourri à l’intérieur du Royaume de l’UE !

Pour paraphraser Macbeth, quand on apprend les énormes sommes d’argent (jusqu’à 200.000 euros par an) que les eurodéputés peuvent sortir du médiocre système de financement du Parlement européen, on ne peut qu’être choqué et avoir honte de nos démocraties. Si l’on ajoute à cela le scandale actuel entourant la campagne contre les E-mmunités (campagne contre les immunités à vie des fonctionnaires de l’UE, à toute épreuve des balles), il n’est pas étonnant que le Parlement européen n’ait jamais sérieusement tenté de changer ce système. La plupart des eurodéputés ont bien trop peur des répercussions possibles, des représailles au nom des fonctionnaires de l’UE en débattant publiquement de leurs avantages scandaleux.

Lorsque j’entends que le Parlement européen souhaite prendre le contrôle de la Cour des comptes européenne et donc lui faire perdre son indépendance, je trouve cela plus qu’effrayant. C’est une honte démocratique.

Le système Bruxelles/Luxembourg/Strasbourg est devenu incontrôlable à cause de l’argent. Les eurodéputés sont influencés par leurs dépendances monétaires ; beaucoup soupçonnent que l’immunité judiciaire des fonctionnaires de l’UE a été utilisée pour couvrir la fraude et la corruption.

L’Europe est un grand projet historique, mais ses serviteurs actuels, politiciens et hauts fonctionnaires, ne sont certainement pas à la hauteur du défi. Et cela se reflétera une fois de plus dans les prochaines élections européennes.

E-mmunités: Les eurodéputés français semblent très déconnectés de la réalité… ou peut-être ne visitent-ils tout simplement pas assez le Parlement européen….

Le sujet des E-mmunités suscitent un intérêt croissant chaque fois que nous en parlons, y compris parmi les politiciens nationaux et locaux. Partout dans le monde, les citoyens sont étonnés que ce genre d’immunité ait jamais été créé. D’ici la semaine prochaine, Newropeans Magazine publiera la liste de ceux qui sont en faveur de sa suppression, de ceux qui se soucient de la démocratie réelle et de l’égalité devant la loi ; et bien sûr la liste de tous les autres, qui croient leurs propres bureaucrates qui leur disent que cette immunité n’est pas grave (alors demandez leur pourquoi vouloir la garder ?), ou qui s’en moquent, s’ils peuvent encore recevoir leurs avantages. Il est intéressant de noter que les eurodéputés français semblent appartenir pour la plupart à cette seconde catégorie. D’autres à venir bientôt !

Adhésion de la Turquie : Tant de mensonges de la part des pro-adhérents

Je ne sais pas où sont les citoyens européens qui soutiennent l’adhésion de la Turquie à l’UE, parce que je continue à les chercher partout en Europe… et je ne les trouve toujours pas. S’agit-il d’un nouveau concept, d’un “citoyen furtif”, indétectable pour tous les chefs de file et les sondeurs ? Eh bien, au contraire, je parie qu’ils seront très visibles lors des prochaines élections européennes. Entre-temps, je suis étonné du nombre incroyable de mensonges et d’arguments manipulateurs utilisés par le côté “pro-Turquie”. Parce que si vous ne trouvez pas de citoyens qui soutiennent l’idée, vous trouvez un grand nombre de dirigeants qui le font (le fait que de grands lobbies versent de l’argent pour soutenir l’adhésion joue-t-il un rôle dans cette situation étrange ?)

Voici donc quelques conseils à l’intention de mes concitoyens européens : ne vous laissez pas intimider ou confondre par les dirigeants qui disent ce qui suit.. :

. La Turquie n’est pas la question des prochaines élections européennes : SI ELLE L’EST ! ET OUI ELLE EST LA PRINCIPALE QUESTION. L’UE prendra une décision sur l’ouverture ou non des négociations avec la Turquie d’ici la fin 2004, et le Parlement a son mot à dire dans ce processus.

. Vous êtes xénophobe si vous ne soutenez pas l’adhésion de la Turquie : NON, VOUS NE L’ÊTES PAS. Le problème n’est pas non plus la question de la religion, car l’UE acceptera des pays musulmans comme la Bosnie et l’Albanie dans les décennies à venir ; et il n’y aura pas besoin de l’Ukraine ou de la Russie, pays à prédominance chrétienne. Le problème est que le projet européen n’a pas été vendu à nos 450 millions de citoyens comme un pont entre les civilisations, les continents et les cultures ; et en acceptant la Turquie, nous accepterons aussi la Russie, l’Algérie, le Maroc, l’Egypte, Israël,… : l’UE deviendra quelque chose de totalement différent. D’accord, c’est juste. Si les dirigeants et les bureaucrates veulent discuter de cette question avec les citoyens, faisons-le par référendum. Dans le cas contraire, tout citoyen démocratiquement averti devrait voter pour un candidat disant “NON” à l’adhésion de la Turquie.

. Nous dirons “oui” mais cela prendra des décennies et nous demanderons un référendum européen avant que la Turquie n’entre dans l’UE : honte à ceux qui disent cela. Ils vous mentent autant qu’ils ont l’intention de mentir au peuple turc. NE LEUR FAITES PAS CONFIANCE. Ce mensonge continu, avancé depuis 40 ans maintenant, est l’une des principales raisons de la situation dans laquelle nous nous trouvons aujourd’hui. Nos dirigeants nous ont menti pendant des décennies pour convaincre les citoyens que la Turquie ne figurera jamais à l’ordre du jour. Et voilà, c’est là. Les dirigeants turcs ont menti à leurs citoyens pendant des décennies en leur disant que l’UE accueillera leur pays, que la démocratie suivra la richesse. Encore un mensonge. Et le plus étrange, c’est que ni les généraux (qui perdront le contrôle du pays), ni l’AKP, le parti musulman au pouvoir (qui ne pourra plus faire passer la religion à travers l’appareil d’Etat, comme ils le font actuellement), ne le veulent. Donc, n’achetez pas ces théories qui disent que ‘les mensonges peuvent conduire à la vérité’.

. Nous contrôlons le processus et nous savons ce que nous faisons : ILS MENTENT DE PLUS EN PLUS. PERSONNE NE SAIT COMMENT CELA POURRAIT ÊTRE FAIT. Personne au sein de l’UE, en particulier les forces au sein de la Commission et les États membres (comme l’Allemagne ou le Royaume-Uni) qui font pression pour obtenir ce type de résultats, n’a la moindre idée du coût politique et économique de l’adhésion de la Turquie. Ils sont aussi conscients de l’avenir de l’UE que l’administration américaine l’était des développements futurs en Irak quand ils ont commencé la guerre !

. Enfin et surtout, ne croyez pas une seule seconde que “si nous prenons la Turquie, il y aura moins d’attaques terroristes musulmanes contre l’Europe“. C’EST COMPLÈTEMENT FAUX ; le contraire serait probablement plus exact. Aussi étonnant que cela puisse paraître, j’ai écouté ces arguments lors des réunions publiques actuelles pour les élections européennes. Tout d’abord, l’idée très simple de relier des “frères”, c’est-à-dire des Turcs et des Arabes, est un non-sens historique. En termes simples, ils ont tendance à se détester. N’oubliez pas que les Turcs ont conquis les pays arabes pendant des centaines d’années ! Deuxièmement, qui a déjà vu Ben Laden demander à l’UE de faire entrer la Turquie dans l’UE ? Ce serait très probablement le contraire.

Trop de choses sur la Turquie ? Eh bien, si vous le pensez, alors allez parler dans un pub, un bar ou un Biergarten ces jours-ci, et vous verrez que comparé à tous les autres sujets réunis, celui-ci attire l’attention des électeurs européens. Et ils s’y intéressent à juste titre parce que ce débat porte sur l’avenir de l’ensemble du projet européen ; il va bien au-delà de la question de la Turquie elle-même. Il s’agit de savoir qui dirige l’Europe : une petite clique ou ses citoyens ?
