The scenario elaborated by Franck Biancheri in 1998 in his article “Europe in 2009 could end up in the hands of the post modern great grand sons of Hitler, Franco, Mussolini and Petain” is being realized in front of us. Franck Biancheri determined that the changeover would be when the “antidemocratic and xenophobic parties will reach scores between 20 and 30% in a minimum of 7 Member-States.” Today the populist, nationalist, separatists, anti-democratic, xenophobic forces have invaded the political space in Europe. The vote of Brexit is a very strong signal to all these populist/nationalist parties: they can win elections on European issues by confining a purely national poll, and influence the European policy agenda in their direction (as an example the current chaos of post-Brexit). We should remember this scenario we republish below.

Why 2009 ?

The prospective analyses for the 1998-2020 period conducted in the framework of Project Europe 2020 reveals that the 2006-2010 era will constitute a new historical “node” for the EU, just as it is the case with the running 1998-2020 era. 2009 was chosen as key year due to the European election and Commission renewal planned for this date. Related to the path the EU will have taken by that time, a number of totally diverging scenario will be elaborated for the period leading to 2020.

Indeed the period around 2009 will concentrate a series of decisions and realizations that are precisely being initiated today:

  • EU enlargement to the new Eastern European members;
  • completed political impact of the first wave of consequences related to the introduction of the EURO (in 2004 the European institutions – EP and EC – will still essentially be the result of a pre-EURO EU);
  • Generation evolution (progressive exit of generation ’68: reaching the age of 60; arrival of generation ’92: 35/45 years old), disappearing of the 2nd world war generation, increasingly aging EU population.

Many tendencies affecting the EU were born in the late 80’s, at the time of the European project renaissance. By 2009, these tendencies will have affected two complete generations thus exerting a decisive influence.

The following scenario is based on 3 hypotheses, a historical reminder and an external variable detailed down below:

Scenario: How Europe in 2009 could end up in the hands of the post modern great grand sons of Hitler, Franco, Mussolini and Petain

– In June 2009, antidemocratic and xenophobic parties will reach minimum scores of 20 to 30% in 7 Member-States out of 15.

– Thus they constitute the most important parliamentary group at the European Parliament. Via their national bases they exert a decisive influence on the political agendas of the Member-States.

– Their theories are amplified in the European Council in which half of the States have to take into consideration one third of their electorate which share these opinions. These attitudes are reinforced by the serious economic, political and social turbulence which affect the economic, social and cultural fabric of the EU since the EURO was introduced.

– The absence of radical reforms of the political and administrative system, in particular of its administrative machinery (Commission + Central Bank + Major National Ministries), has increased the bureaucratization of the EU which decisions remain in the hands of a few dozens of thousand people. The system is locked on itself and confronted to increasing difficulties in order to maintain the continuity of the European project facing a conjunction of oppositions of various natures. Without the implementation of drastic reforms, the system was never able to restore its public credibility since the repeated scandals that damaged its reputation at the end of the 90’s – beginning of 2000.

– All over the Union, the 2009 elections reveal the confrontation of forces which necessitates a complete restructuring of the European system including the suppression of a number of privileges benefiting to the European institutions. Democrats (opposed to the bureaucratic character taken by the European project), liberals (opposed to its administrated aspect), socialists (opposed to the social consequences of the implantation of EuroLand), nationalists (opposed to the post-Euro economic and cultural shocks which have placed States and regions under the political tutoring of the EU and the cultural influence of other regions/States) are brought together and attack the existing system.

– Antidemocratic and xenophobic forces offer their support to the European construction under a certain number of conditions: a closed-up Europe, defined according to religious and racial criteria, developing relations with its neighbours (Eastern Europe, Mediterranean) founded on power and exploitation of the weakest, and asserting its ability to bring back an order based on the existing administrative machinery.

– The European administrative machinery, thus following a typical progress in Europe’s history, chooses to preserve at any cost the European project while protecting its privileges and influence.

– Therefore it decides to head towards a strategy of partnership with those antidemocratic and xenophobic forces (sure as it is to be able to get rid of this circumstantially).

– July 2009 : The post-modern great grand sons (white-collar, mobile phone, Internet…) of Hitler, Mussolini, Franco and Pétain take control of the EU with the complicity of a European administrative machinery turned into a bureaucracy.

Europe 2020 has been presenting this scenario to 100 European representatives (members of Commissioners’ Cabinet, of the European Court of Auditors, Ministers’ counsellors, Brussels lobbyists, public opinion poll specialists, intellectuals…). 90% of whom declared that they had never envisaged such scenario; however they recognised that in case the European administrative and political system remains unchanged until 2009, this scenario represented a high probability of risk.

2 Hypothesis, 1 historical reminder and 1 external variable

– Hypothesis Nr 1 : In 2009, antidemocratic and xenophobic parties will reach scores between 20 and 30% in a minimum of 7 Member-States

The emergence of antidemocratic and xenophobic parties is a heavy tendency (notably initiated in France during the 1984 European elections). For the last 15 years, the rising of these extreme tendencies can be correlated to the progress of European integration. Those parties significantly utilize the European elections-weakest component of democracy in Europe – in order to reinforce their political influence. Aging populations and recurrent migration issues naturally feed theories in favor of security and withdrawing.

– Hypothesis Nr 2: The European administrative and political system does not change radically

The European administrative/political machinery, as well as the club of these 10,000 (maximum) people who make the EU today, remains stable. They face the new post-Euro era without having implemented any profound reform by 2002. It is not only a matter of political reforms (voting system, number of Commissioners, qualified majorities…), which can wait a bit as the enlargement has been postponed; it is a matter of radical reforms of the European administrative machinery. The present failures of the system (opacity, fraud, wasting, corruption, various privileges…) are maintained. Complexity increases (Commission, national Ministers, regions, various agencies…) due to a lack of reflection over the reasons and means. Faced to the post-Euro turbulence, as well as to the increasing criticisms, the system hardens in the hope that the difficult period will soon be over, each institution preferring the status-quo to a general re-questioning. In order to maintain the European construction at any cost, the machinery turns into a bureaucracy (opacity, drifting of the recruitment procedures, reinforcement of top-down processes….);

Contrary to what appearances make us believe, antidemocratic and xenophobic parties are not necessarily anti-European, they can even be very pro-European. Indeed from the Inquisition to Hitler through Napoleon and Staline, the forces that have tried to unify Europe never put democracy at the heart of their values; it would rather be the contrary. Therefore it is legitimate to notice that :

. on the one hand, in History the dream of European unity has usually walked together with values that are at the opposite of those founding the European Union;

. on the other hand, antidemocratic and xenophobic movements, often also demagogic and opportunist, can easily gather around the defense and promotion of a united Europe : a racial, religious, locked up and antidemocratic Europe (at the opposite of that of the signatories of the Treaty of Rome).

An external variable: The evolution of transcontinental relations

In this scenario, this variable will be considered neutral. In reality, it can increase or diminish strongly the risks of major crisis for the EU by 2009. If relations between the emerging continental organizations (EU, ALENA, MERCOSUR, ASEAN, CIS, Arab World…) tend to harden as a result of the economic crisis or cultural tensions, then this scenario will see its probability increase. On the contrary, the setting up of a new planetary organization based on continental blocks engaged in vast collaborations, then its probability to happen would significantly decrease.

Le scénario élaboré par Franck Biancheri en novembre 1998 dans l’article que nous republions ici “Europe 2009: Quand les petits-fils d’Hitler, de Pétain, de Franco et de Mussolini prendront le pouvoir dans l’Union européenne” est bien en train de se réaliser sous nos yeux. Franck Biancheri estimait que le basculement se ferait quand les “partis anti-démocratiques et xénophobes feront des scores compris entre 20% et 30% dans au moins 7 Etats-Membres“. Aujourd’hui les forces populistes, nationalistes, souverainistes, anti-démocratiques, xénophobes ont effectivement envahi l’espace politique en Europe. Le vote du Brexit est un signal très fort pour tous ces partis populistes/nationalistes: ils peuvent remporter des élections sur des questions européennes en se cantonnant à un scrutin purement national, et influencer l’agenda politique européen dans leur sens (à titre d’exemple le chaos actuel du post-Brexit). Un scénario à se remettre en mémoire.

Pourquoi 2009 ?

Les analyses prospectives sur la période 1998-2020 conduites dans le cadre du Projet Europe 2020 indiquent que la période 2006-2010 constituera un nouveau “nœud” historique pour l’UE, comme l’est actuellement la période 1998-2002.

2009 est choisie comme date pivot du fait de l’élection européenne et du renouvellement de Commission prévus à cette date.

Selon les chemins pris par l’UE à cette date, des scénarios totalement divergents seront établis pour la période allant à 2020.

Cette période autour centrera en effet une série de décisions et réalisations qui s’amorcent actuellement:

  • élargissement de l’UE aux nouveaux membres d’Europe de l’Est
  • impact politique complet de la première vague des conséquences de l’introduction de l’EURO (les institutions de 2004 -PE et CE- seront encore essentiellement le fruit d’une UE pré-EURO).
  • évolution générationnelle (sortie progressive des 68 de la vie active : 60 ans, arrivée de la génération ’92’ : 35/45 ans),disparition des générations ayant connu la 2° guerre mondiale, vieillissement accéléré de la population de l’UE.

De nombreuses tendances affectant l’UE sont nées dans la 2° moitié des années 80, lors de la ‘renaissance’ du projet communautaire. Elles auront donc affecté 2 générations complètes en 2009 et exerceront une influence décisive.

Cette Option 1 est fondée sur 3 hypothèses, une constante historique et 1 variable. Ces derniers sont explicités après le scénario ci-dessous:

Scénario Option 1 ” Où comment en 2009, l’UE pourrait tomber dans les mains des arrière petits-fils d’Hitler, Franco, Mussolini et Pétain

– En Juin 2009, les partis anti-démocratiques et xénophobes atteindront des scores de 20% à 30% minimum dans 7 Etats-Membres sur 15.
– Ils constitueront ainsi le plus important groupe parlementaire du Parlement européen. Via les scènes politiques nationales, ils exerceront une influence très forte sur les agendas politiques des Etats-Membres.
– Leurs thèses se reflèteront très amplifiées dans un Conseil européen où près de la moitié des Etats devront prendre en compte près d’un tiers de leurs électeurs partageant ces opinions. Ces attitudes seront renforcées par les graves turbulences économiques, politiques et sociales ayant affectées le tissu économique, social et culturel de l’UE suite à l’introduction de l’EURO.
– L’absence de réformes radicales du système politique et administratif communautaire, en particulier de sa machinerie administrative (Commission + BCE + services centraux des grands ministères nationaux), ont conduit à une bureaucratisation croissante de l’UE dont les décisions restent essentiellement dans les mains d’une dizaine de milliers de personnes. Le système est fermé sur lui-même et fait face à des difficultés croissantes pour maintenir la pérennité du projet communautaire face à une conjonction d’oppositions de toutes natures. Faute de réformes drastiques, il n’a jamais pu restaurer sa crédibilité publique suite aux scandales à répétition qui l’ont poursuivi à la fin des années 90 et au début des années 2000.
– Les élections de 2009 voient donc s’affronter sur l’ensemble de l’Union des forces exigeant une refonte complète du système communautaire incluant une suppression des privilèges dont bénéficient les institutions communautaires. Les démocrates, (opposés au caractère bureaucratique pris par le projet européen), les libéraux (opposés à son aspect administré), les socialistes (opposés aux conséquences sociales de la mise en place d’EuroLand), les nationalistes (opposés aux chocs économiques et culturels post-Euro qui ont placé des Etats et régions sous la tutelle politique de l’UE et économique d’autres régions/Etats) se retrouvent pour attaquer le système en place.
– Les forces anti-démocratiques et xénophobes proposent le soutien à la construction européenne à condition de l’aménager dans leur sens : Europe fermée, définie sur des bases religieuses et raciales, développant des politiques de voisinage fondées sur la puissance et l’exploitation des plus faibles, et affirmant sa capacité à ramener l’ordre dans une UE en proie aux soubresauts post-Euro, notamment en s’appuyant sur l’appareil administratif existant.
– L’appareil administratif communautaire, reprenant un cheminement classique dans l’histoire européenne, choisit alors de préserver coûte que coûte le projet  communautaire dont il estime être le seul dépositaire, tout en protégeant ses privilèges et son influence.
– Il décide donc de s’orienter vers une stratégie de partenariat avec les forces anti-démocratiques et xénophobes et signe le Pacte avec le Diable (persuadé qu’il pourra ensuite se débarrasser de cet allié de circonstances).
– Juillet 2009 : Les arrière petits-fils d’Hitler, Franco, Mussolini et Pétain prennent le contrôle de l’Union européenne avec la complicité de l’appareil bureaucratique de l’UE.

Europe 2020, a testé depuis 4 mois, ce scénario auprès de plus de 100 responsables communautaires (membres de cabinets de Commissaires, euro-fonctionnaires de tous niveaux et secteurs, conseillers de Ministres, lobbyistes bruxellois, spécialistes des sondages d’opinions, intellectuels). 90% d’entre eux ont déclaré qu’ils n’avaient jamais pensé à un tel scénario ; mais reconnaissaient que si le système administratif et politique communautaire restait sans grand changement jusqu’en 2009, l’Option 1 représentait en effet un risque majeur.

2 Hypothèses, 1 constante et 1 variable

Hypothèse N°1 : En 2009, les partis anti-démocratiques et xénophobes feront des scores compris entre 20% et 30% dans au moins 7 Etats-Membres

La montée en puissance des partis anti-démocratiques et xénophobes est une tendance lourde (amorcée en France à l’occasion de l’élection européenne de 1984). Depuis 15 ans, on peut corréler la montée de ces extrêmes avec le franchissement de nouvelles étapes d’intégration communautaire. Ces partis utilisent systématiquement les élections européennes, ventre-mou de la démocratie en Europe, pour renforcer leur influence politique. Le vieillissement de la population et la récurrence des problématiques migratoires alimenteront naturellement un discours sécuritaire et de repli sur soi.

Hypothèse N°2 : Le système administratif/politique communautaire ne change pas radicalement

La machinerie administrative/politique communautaire, comme le cercle des 10.000 (maximum) personnes qui font l’UE aujourd’hui, reste essentiellement stable. Il affronte la nouvelle période post-Euro sans avoir réalisé une profonde réforme d’ici 2002. Il ne s’agit pas seulement de réformes politiques (poids de vote, …), qui peuvent attendre un peu puisque l’élargissement est repoussé à plus tard ; mais surtout de réformes de l’appareil administratif. Les défauts actuels du système (opacité, fraudes, gaspillages, corruption, privilèges diplomatiques, …) perdurent. La complexité s’accroît (Commission, Ministères nationaux, régions, agences diverses, …). Et, face aux turbulences post-Euro, et aux critiques croissantes, le système se durcit dans l’espoir que cette période difficile passera. Afin d’essayer de maintenir le cap communautaire à tout prix, il se bureaucratise.

Une constante : Les forces anti-démocratiques et xénophobes de l’Europe ont toujours été attirée par le rêve d’unité européenne. La mystique de la Rome impériale

Un rappel s’impose en effet. Contrairement à ce que l’apparence laisse à croire, les partis anti-démocratiques et xénophobes ne sont pas nécessairement anti-Européens, voire même peuvent être très pro-Européens. En effet, de l’Inquisition à Hitler en passant par Napoléon ou Staline, les forces qui ont tenté d’unifier l’Europe n’ont jamais mis la démocratie au cœur de leurs valeurs. C’était même souvent l’inverse. Il est donc légitime de constater que :

. d’une part, dans l’Histoire, le rêve d’unité européenne a généralement été conjugué avec des valeurs opposées à celles qui fondent l’actuelle Union Européenne

. d’autre part, que les mouvements anti-démocratiques et xénophobes, souvent démagogiques et opportunistes, peuvent très facilement se regrouper pour la défense et la promotion d’une Europe unie : une Europe raciale, religieuse, fermée et anti-démocratique (à l’opposée de celles des signataires de Traité de Rome).

Une variable : L’évolution des relations transcontinentales

Dans cette Option 1, cette variable sera considérée comme neutre. En réalité, elle peut accroître ou diminuer fortement les risques de crise majeure dans l’UE à l’horizon 2009. Si les relations entre les organisations continentales émergentes (UE, ALENA, MERCOSUR, ASEAN, …) se durcissent sous l’effet de crises économiques ou de tensions culturelles, alors l’Option 1 verra ses probabilités de réalisation s’accroître. En revanche, la mise en place d’une nouvelle organisation planétaire appuyée sur des ensembles continentaux engagés dans de vastes collaborations diminuera considérablement les probabilités de l’Option 1. Le Projet Europe 2020 développera début 1999 ses analyses quant à l’évolution globale à 20 ans (Projet Globe 2020).
