It is interesting to ask the question what interest Africa could possibly expect from the current presidential election in France. What could an African political leader wanting to embody a third way in Franco-African relations hope from the presidential election?

[dropcap]T[/dropcap]he first round of the presidential election has just delivered its verdict. Finally, the French people set their sights on a confrontation MACRON/LE PEN. The polls have seen just this time but could pass by if they can not decrypt with discernment the seemingly artificial dynamics of Republican support that is taking shape in favor of Mr. Macron.

The logic of “everything except the National Front” seems on the right ramp. However, every serious political analyst must be cautious. Indeed, unlike the Chirac/Le Pen duel of 2002, this second round of 2017 seems to be an uncertain outcome.

A careful and non-partisan political analysis of the French political situation suggests that the time of Marine LE PEN may have sounded for several reasons.

The first is linked to the international geopolitical context and its propensities to return to economic protectionism and radical nationalism: the election of Donald TRUMP as head of the world’s leading economic power and BREXIT as illustrators. In addition, the global economic outlook is not very bright, due in particular to the rise in the barrel of oil, which contrast with the favorable projections drawn by the IMF. These are all threats that should anticipate intense migratory movements and the possible return in force of the simplistic solutions proposed by Mrs. Le Pen on employment.

The second reason relates to the French political context itself. In spite of declarations bordering hypocrisy, the main tenors of classical French political formations, no actor today has an interest in seeing Macron elected President of the Republic. First, because he is considered an opportunist who has intelligently exploited an anachronistic political situation marked by a socialist party incapable of carrying out an effective government policy, a left political side disoriented by the dissensions between Hamon and Mélenchon and a right political side entangled in the nebulous affaires. Without forgetting the intense desire of the French citizens to experiment new solutions to stop a persistent economic and social degradation. Today neither the heart nor the reason of the French politicians defeated in the first round could objectively support the advent of a young political movement, full of ambition that risks ringing the death knell of old political formations whose natural ambition is to return to government.

From our point of view, Macron was a small common denominator in the first round. To be convinced of this, it is permissible to see how high personalities such as Manuel VALLS or HOLLANDE in a more timid manner have, on the pretext of the useful vote, supported his candidacy. The second round is likely to be different because, like Donald TRUMP, whose disappointments, gropings and errors have tired a lot of American citizens, voting for LE PEN would be to opt for a short transition. Short in view of the negative assessment and the rapid disappointment that the French people may have about its management but also because the national front risks not having a majority in parliament. After the betrayal of Hamon and Fillon, Macron was in danger of experiencing the harsh laws of politics

Thirdly, French citizens are no longer interested in voting instructions. It is so mature that it will breach arguments such as Marine LE PEN is an enemy of democracy. Indeed its acceptance by the French media and the changes noted in its program made it an ordinary candidate like all the others. She is no longer demonized today. Moreover, it is to emphasize the eagerness with which MACRON accepted to debate with her, which Chirac had refused in 2002 in front of his father. MACRON on his side drags the image of a “has been” otherwise co-responsible in the first degree of the catastrophic performance of François Hollande in view of the importance of the functions that he occupied. These various elements will certainly be taken into account.

Unless there is a radical change in parameters such as a reasonable mobilization of abstentionists or a massive occurrence of terrorist acts, the duel could be tightened with for the first time in France a real risk of seeing extreme access to power.

[dropcap]W[/dropcap]hatever the outcome of the ballot, we do not have much hope about the capacity of the next President to transform qualitatively the Franco-African relationship. It is so misguided, archaic and superficial that it serves the interests of a small oligarchy in African and French states rather than those of peoples. It is, moreover, permissible to note that the Franco-African contribution to universal civilization is becoming more and more insignificant. In my capacity as a politician who wants to set up a third political path, particularly in the Franco-African relations, who originated in a country Senegal, globally respected for the quality of its democracy and its openness to the world, I would like to launch a triple appeal to the next French President: Normalize the relations which France maintains with the Continent; Consider these countries as full partners; To do this, for example, avoid singling Africa into the state apparatus by erecting a ministry dedicated to African affairs. Take the initiative of a saving monetary rupture on the CFA franc to allow your former colonies becoming independent countries to learn about economic issues; Take this example of the success of Anglophone African countries; Finally, reconsider your international policy by redeploying these colossal budgets devoted to military interventions and the maintenance of military bases for co-development, strategic intelligence and cultural exchanges.

Il est intéressant de se poser la question de savoir quel interet  l’Afrique pourrait éventuellement s’attendre de l’élection présidentielle en cours en France. Qu’est-ce qu’un leader politique  africain voulant incarner une troisième voie dans les rapports  franco-africains peut il espérer de l’élection  présidentielle?

[dropcap]L[/dropcap]e premier tour de l’élection présidentielle vient de livrer son verdict. Finalement le peuple français a jeté son dévolu sur une confrontation MACRON/LE PEN. Les sondages ont vu juste cette fois-ci mais pourraient passer à côté s’ils n arrivent pas à décrypter avec discernement la dynamique apparemment factice de soutien républicain qui prend forme en faveur de Monsieur Macron.

La logique du “tout sauf le Front National” semble sur la bonne rampe. Cependant tout analyste politique sérieux doit faire preuve de prudence. En effet, contrairement au duel Chirac/Le Pen de 2002, ce deuxième tour de 2017 semble d’une issue incertaine.

Une analyse politique minutieuse et non partisane de la situation politique française amène à penser que l’heure de Marine LE PEN pourrait avoir sonné pour plusieurs raisons.

La première est liée au contexte géopolitique international et ses propensions au retour à un protectionnisme économique et à un nationalisme radical : l’élection de Donald TRUMP à la tête de la principale puissance économique mondiale et le BREXIT en sont des éléments illustrateurs. A cela s’ajoutent des perspectives économiques mondiales peu reluisantes dues notamment à la remontée du baril de pétrole qui tranchent avec l’optimisme des projections favorables dessinées par le FMI. Autant de menaces qui devraient faire anticiper sur des mouvements migratoires intenses et le possible retour en force des solutions simplistes proposées par Madame Le Pen sur l’emploi.

La deuxième raison est relative au contexte politique français lui-même. Malgré des déclarations qui frisent l’hypocrisie des principaux ténors des formations politiques classiques françaises, aucun acteur n’a aujourd’hui intérêt à voir Macron élu Président de la République. D’abord parce qu’il est considéré comme un opportuniste qui a su intelligemment exploiter une situation politique anachronique marquée par un parti socialiste incapable de mener une politique gouvernementale efficace, une gauche désorientée par les dissensions entre Hamon et Mélenchon et une droite empêtrée dans les affaires. Sans oublier le souhait intense des citoyens français d’expérimenter de nouvelles solutions permettant d’enrayer une dégradation économique et sociale persistante. Aujourd’hui ni le cœur ni la raison des hommes politiques français défaits au premier tour ne pourraient objectivement soutenir l’avènement d’un mouvement politique jeune, plein d’ambition qui risque de sonner le glas de formations politiques vieilles dont l’ambition naturelle est de revenir aux affaires.

De notre point de vue, Macron était un petit dénominateur commun au premier tour. Pour s’en convaincre, il est loisible de voir comment de hautes personnalités comme Manuel VALLS ou encore HOLLANDE d’une manière plus timorée ont, prétextant le vote utile, soutenu sa candidature. Le deuxième tour risque d’être diffèrent car à l’image de Donald TRUMP dont les déboires, tâtonnements et erreurs ont fini de lasser une bonne partie des citoyens américains, voter pour LE PEN consisterait à opter pour une transition courte. Courte au regard de l’appréciation négative et de la prompte déception que pourrait bien avoir le peuple français sur sa gestion mais aussi parce que le Front National risque de ne pas avoir de majorité au parlement. Après les trahisons subies par Hamon et Fillon, Macron risque à son tour d’expérimenter les dures lois de la politique.

Troisième raison enfin, les citoyens français ne sont plus intéressés par les consignes de vote. Il est d’une maturité telle qu’il battra en brèche des arguments du genre Marine LE PEN est une ennemie de la démocratie. En effet son acceptation par les médias français et les infléchissements notés dans son programme en ont fait un candidat ordinaire à l’instar de tous les autres. Elle n’est plus diabolisée aujourd’hui. Du reste, il est à souligner l’empressement avec lequel MACRON a accepté de débattre avec elle, ce que Chirac avait refusé en 2002 face à son père. MACRON de son coté traîne l’image d un « has been » par ailleurs co-responsable au premier degré du bilan catastrophique de François Hollande au regard de l’importance des fonctions qu’il a occupées . Ces différents éléments entreront certainement en ligne de compte.

A moins d’un changement radical de paramètres comme une survenance massive d’actes terroristes le duel pourrait être serré avec pour la première fois en France un risque réel de voir l’extrême accéder au pouvoir.

[dropcap]Q[/dropcap]uelle que soit l’issue du scrutin, nous ne nous faisons pas trop d’illusion sur la capacité du prochain Président à transformer qualitativement la relation franco-africaine. Celle-ci est tellement dévoyée, archaïque et superficielle qu’elle sert les intérêts d’une petite oligarchie au sein des Etats africains et français plutôt que ceux des peuples. Il est au demeurant loisible de constater que l’apport franco-africain à la civilisation universelle devient de plus en plus insignifiant. En ma qualité d’homme politique désireux d’asseoir une troisième voie politique particulièrement dans les rapports franco-africains, par ailleurs originaire d’un pays, le Sénégal, globalement respecté pour la qualité de sa démocratie et son ouverture au monde, je souhaiterais lancer un triple appel au prochain Président français: normalisez les rapports que la France entretient avec le continent ; considérez ces pays comme des partenaires à part entière ; pour ce faire par exemple, évitez de singulariser l’Afrique dans le dispositif étatique en érigeant un ministère dédié aux affaires africaines. Prenez l’initiative d’une rupture monétaire salvatrice sur le FCFA en vue de permettre à vos anciennes colonies devenues des pays indépendants d’aller à l’apprentissage des problématiques économiques ; prenez exemple sur ce point précis sur le succès des pays africains anglophones; enfin reconsidérez votre politique internationale en redéployant ces budgets colossaux consacrés aux interventions militaires et à l’entretien de bases militaires au co-développement à la veille stratégique et aux échanges culturels.

    En tous cas nous nous honorons de l ‘initiative osée émanant d’un financier qui a des ambitions d’ homme politique incarnant les valeurs humanistes ,africaines ;j allais dire islamistes au sens rationnel, coranique.
    Mon humble avis est hybride:
    D’abord, un sentiment de peur m habite par rapport au programme de LE PEN qui n est que la continuation de celui de son père au discours très sectaire voire étranger phobe ou negrophobe alors que nos compatriotes font légion en France et l extérieur.
    Ensuite, c’ est comme un pis aller; ce que l’ on accepte à défaut de ce que l’ on veut.
    En d’autre terme c ‘est le moindre mal car l’équation serait de résoudre les problématiques micro et macro de la France vis à vis de la conjoncture multidimensionnelle.
    Surtout la conception de la gestion des rapports entre l’ancienne métropole et ses anciennes colonies devenues matures et et très aguerries de la conduite des affaires du monde.
    Je ne saurais être long devant cette pertinente analyse d’ un consultant de renommée internationale et par ailleurs chef de parti de la troisième voie du senegal.
