The euro, a strategic challenge in the upcoming European Election – Communiqué LEAP2020L’euro, enjeu stratégique des prochaines élections européennes – Communiqué LEAP2020

Paris, 24/04/2018 – Yesterday in Brussels, the launch conference of the Special Review “Euroland at a crossroads” (organised by LEAP with the support of the EIB and the Ceci n’est pas une crise Foundation) brought together about sixty representatives of civil society and political groups on the one hand, and of banks and institutions on the other, in an inspiring  debate on topics usually considered dull. This success allows to affirm that European political movements running for the 2019 European elections should integrate this topic into their campaigns, formulate proposals and submit them to debate. This is urgent, here’s why:

The current strength of the eurozone’s economy gives us a wrong sense of comfort … the feeling of no longer needed reform… yet our roof is still wobbly” (Boris Kisselevsky, ECB Permanent Representative in Brussels).

The eurozone’s reforming and consolidation needs are huge, but Member States are struggling more and more to agree on priorities and methods: Northern Europe vs Southern Europe, Franco-German engine, France vs “8 Northern countries”, all send clear signals of a disagreement which jeopardises the near future of our continent.

In his speech on the financing issues of the Finance-Climate Agreement  that he defends, Pierre Larrouturou rightly reminded that the IMF had just warned against crisis risks “likely to cause damage ten times greater than in 2008“.

Given the scale of the challenges, the LEAP Laboratory bets on a “legitimation by democratization” of the eurozone governance, which requires reflection and factual actions “so that eurozone citizens get their currency back in their hands” (Cédric du Monceau) and democratic mechanisms to be put in place connecting those citizens to the Euroland decision-making system (eg via a super committee of the eurozone in the European Parliament, or even a Parliament of the eurozone).

Philippe Maystadt said a few weeks before dying, in an interview given to LEAP and in the context of this special review’s publishing, that “The Economic and Monetary Union (EMU) was first and foremost a political project“.

To succeed in this democratisation challenge, we need to show that, beyond the technical nature of the eurozone stabilisation measures, the Euroland governance debate speaks of “providing Europe with the means to implement its ambitions“(Marie-Hélène Caillol), thus reaching to the issue of the society model Europeans want – in a realistic way (taking into account the financial feasibility). Taxation, large investments, environment, social Europe, European common defense, … all these subjects will remain just promises as long as Europe will not be able to finance them on the basis of a strong, stable and legitimately governed Eurozone.

Quite a successful bet for LEAP, which succeeds in launching the debate thanks to this first citizen gathering around the publication of “Euroland at a crossroads” yesterday in Brussels, in the headquarters and with the support of the European Investment Bank. The EIB Representative, Mr. Pierre-Emmanuel Noel, could say that this meeting “blew a European spirit between those walls”.

Paris, 24/04/2018 – Hier à Bruxelles, la conférence de lancement de la publication « L’Euroland dans tous états » (organisée par LEAP grâce au soutien de la BEI et de la fondation Ceci n’est pas une crise) a réuni une soixantaine de représentants de la société civile et de mouvements politiques, d’une part, et des représentants de banques et d’institutions, d’autre part, en un débat passionnant sur des sujets jugés habituellement rébarbatifs. Ce succès permet d’affirmer que les mouvements politiques européens qui concourront à la prochaine élection européenne doivent intégrer ce thème à leurs campagnes, formuler des propositions et les soumettre au débat. Il y a urgence, voici pourquoi :

« La force actuelle de l’économie de la zone euro en ce moment nous donne un sens erroné de confort… l’impression de ne plus avoir besoin de réformer… pourtant notre toit est encore bancal » (Boris Kisselevsky, Représentant Permanent de la BCE à Bruxelles).

Les besoins de réformes et de consolidation de la zone euro sont encore immenses. Mais les Etats-Membres peinent de plus en plus à s’accorder sur les priorités et méthodes : Europe du Nord et Europe du Sud, moteur franco-allemand, France contre « 8 pays du nord », tous envoient des signaux clairs d’un désaccord qui met en péril l’avenir proche de notre continent.

Pierre Larrouturou rappelait à juste titre, dans son discours sur les enjeux de financement du Pacte Finance-Climat qu’il défend, que le FMI venait de mettre en garde contre un risque de crise « susceptible de provoquer des dégâts dix fois plus important qu’en 2008« .

Face à l’ampleur des défis, LEAP pose depuis longtemps déjà un pari de « légitimation par la démocratisation » de la gouvernance de la zone euro imposant une réflexion et des actions concrètes « pour que les citoyens de la zone euro se réapproprient leur monnaie » (Cédric du Monceau) et pour que des mécanismes démocratiques soient mis en place connectant ces citoyens au système décisionnel eurolandais (ex: super comité de la zone euro au sein du Parlement européen; ou Parlement de la zone euro à proprement parler).

« L’Union Economique et Monétaire (UEM) est avant tout un projet politique » rappelait d’ailleurs Philippe Maystadt, quelques semaines avant de décéder, dans l’interview qu’il a accepté de donner à LEAP dans le cadre de la publication dont il était question.

Pour réussir ce pari de démocratisation, il s’agit de montrer qu’au-delà de la technicité des mesures de stabilisation de la zone euro, le débat sur la gouvernance de l’Euroland parle de « donner à l’Europe les moyens de sa politique » (Marie-Hélène Caillol) et permet donc d’aborder de manière cette fois réaliste – parce que prenant en compte la faisabilité financière – la question du modèle de société que les Européens souhaitent. Fiscalité, grands investissements, environnement, Europe sociale, défense européenne, … tous ces sujets resteront lettre morte tant que l’Europe ne sera pas capable de les financer sur la base d’une zone euro forte, stable et légitimement gouvernée.

Pari réussi donc pour LEAP qui lance ainsi le débat grâce à ce premier débat citoyen auquel la publication « L’Euroland dans tous ses états » donnait lieu hier à Bruxelles dans les locaux et avec le soutien de la Banque Européenne d’Investissement dont le Représentant, M. Pierre-Emmanuel Noël, a pu dire qu’ « il avait fait souffler l’esprit européen entre ces murs« .
